Assignment Title: Training CCARDESA Staff on Results Measurements Framework (Balanced Score Card (BSC))

The Centre for Coordination of Agricultural Research and Development for Southern Africa (CCARDESA) is a subsidiary organization of the Southern African Development Community (SADC). With a mandate to coordinate agricultural research and development and contribute towards enhancing food and nutrition security and livelihoods in the region, CCARDESA was established in 2011 and started its full operations in 2013. To deliver effectively on its mandate, CCARDESA has articulated a long-term strategy (LTS) that focuses on enhancing agricultural productivity, resilience, and knowledge sharing, complemented by a mid-term operational plan (MTOP) that translates strategic objectives into implementable programmes and measurable results. Projects and programmes are aligned with these strategic frameworks and their performances are assessed based on their contribution to CCARDESA’s objectives as provided in the LTS and MTOP. As part of the response, CCARDESA received financing from the World Bank toward the cost of the Food Systems Resilience Programme for Eastern and Southern Africa (FSRP) and intends to apply part of the proceeds for consulting services. 

The consulting services (“the Services”) include training to build the capacity of CCARDESA staff to design, implement, and utilize the Balanced Scorecard as a tool for strategic performance management and organizational learning. The consultant is expected to deliver a training that will equip CCARDESA staff to translate the organization's vision and strategy into actionable objectives, align the organization around these goals, and use the scorecard to monitor and improve performance for all projects and programmes. The assignment is expected to be implemented for 10 days in March 2026. This is largely a desktop assignment that includes 3 days of face-to-face training. 

The Centre for Coordination of Agricultural Research and Development for Southern Africa (CCARDESA) now invites eligible consulting firms to indicate their interest in providing the Services. Interested Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services 

The shortlisting criteria are:

QUALIFICATIONS AND WORK EXPERIENCE OF THE CONSULTANT FIRM 

  • The core business of the firm must be Training Services. 
  • The Firm must have at least 5–10 years of practical experience in developing organisational strategies using the balanced scorecard methodology; demonstrated track record of developing strategy maps, defining KPIs, setting performance targets, and aligning organisational workplans to the BSC framework; and experience supporting organisations to institutionalise results-based management. 
  • Expertise in organisational strategy and performance management: Strong knowledge of strategic planning, monitoring & evaluation (M&E), and performance measurement systems; Capability to link long-term strategies to operational plans, budgets, and reporting frameworks; and experience in integrating BSC with existing M&E frameworks or donor-funded project reporting systems. 
  • The firm must show experience in delivering training for senior leadership teams, technical executives, and operational staff. 
  • The availability of resources, including human resources (Experts)

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications. 

A Consultant will be selected in accordance with the Least Cost Selection (LCS) Method set out in the Consultant Guidelines.
