INDIVIDUAL CONSULTANT SELECTION

 

Expression of Interest:   Facilitation of Resource Mobilization Training Workshop - CCARDESA Secretariat under the CAADP-XP4 Project, Botswana.

 

The Centre for Coordination of Agricultural Research and Development for Southern Africa (CCARDESA) has received financing from the European Union channeled through the International Fund for Agricultural Development (IFAD) equivalent to €5,370 Million towards the cost of Comprehensive Africa Agriculture Development Programme’s Ex-Pillar 4 (CAADP-XP4) Project, and intends to apply a portion of the proceeds of this grant towards eligible payments under this contract. Payment by IFAD will be made only at the request of CCARDESA and upon approval by IFAD, and will be subject, in all respects, to the terms and conditions of the financing agreement. The financing agreement prohibits a withdrawal from the grant account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of IFAD, is prohibited by a decision of the United Nations Security Council taken under chapter VII of the Charter of the United Nations. No parties other than CCARDESA shall derive any rights from the financing agreement or have any claim to financing proceeds.

CCARDESA is a subsidiary organization of SADC and has the mandate of coordinating all matters of agricultural research and development in the SADC region. It facilitates implementation of various projects including Comprehensive Africa Agriculture Development Programme Ex Pillar 4 (CAADP-XP4). The CAADP-XP4 project supports a science-led and climate-relevant agricultural transformation in Africa and aims at strengthening the capacities of the five African institutions to deliver on their Agricultural Research for Development (AR4D) mandates and to collectively support African countries implement relevant programmes of the Comprehensive Africa Agriculture Development Programme (CAADP).

 

The project seeks to deliver five (5) key outputs including one on improving the capacities of CCARDESA and the other organizations in competencies required for the successful implementation of the Project such as technical and organizational capacities in gender, infrastructures, coordination, multi-stakeholder project management, resource mobilization, fiduciary processes, and monitoring, evaluation and learning (MEL);

The main purpose of the consultant is to facilitate the process of 4-5 pre-identified multi-disciplinary teams of 3-4 experts to jointly guide the development of regional climate-relevant fundable projects proposals concept notes to be submitted to existing calls or possible development partners. Besides developing new project proposals, the assignment may entail adapting existing concept notes and proposals to fit existing calls for proposals.

In undertaking the assignment, the main tasks will include, but not limited to the following;

  1. Undertake proposal writing preparatory work e.g. writeshop agenda, materials including sharing links or guidelines to existing calls for proposals or concept notes;
  2. Conduct virtual and physical engagement of 4-5 multi-disciplinary teams of about 3-4 experts per group from the SADC region and beyond assigned to develop a concept note or proposal under a specific theme;
  3. Facilitate the documentation of the proposals/concept note and submit clean edited document(s) to CCARDESA and the call at the end of 10 working days;
  4. Prepare and submit to CCARDSEA a very brief writeshop process report not exceeding 10 pages excluding annexes.

The Centre for Coordination of Agricultural Research and Development for Southern Africa now invites eligible individual consultants to indicate their interest in providing the Services. Interested consultants should provide information (Comprehensive CVs that show description of similar assignments, experience in similar conditions) demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

      1. At least a Masters degree in either Agriculture, Economics, Environmental Science, Knowledge Management or any closely related qualification to the above;
      2. Minimum of 10-year experience in facilitating training in resource mobilisation and/ or facilitating proposal writing;
      3. Demonstrate experience in the SADC Region or Africa and expertise in developing bankable climate-relevant proposals with traceable record of funded proposals;
      4. Demonstrable experience in leading a technically diverse team.
      5. Ability to fluently speak and write concisely technical content for an English audience.
      6. Experience in using virtual platforms and/ or collaborative writing tools

The Consultant will be selected in accordance with the individual Consultancy method set out in the CCARDESA Procurement Manual.
